THE MRDATF IS SEEKING EXPRESSIONS OF INTEREST FROM SUITABLY
EXPERIENCED/QUALIFIED INDIVIDUALS OR ORGANISATIONS TO DELIVER THE
FOLLOWING:

1. FACILITATION TO SUPPORT THE FURTHER DEVELOPMENT AND WORK OF
WESTMEATH COUNTY STAKEHOLDER ACTION GROUP
Applicants are invited to tender for the delivery of a Substance
Misuse Awareness & Community Action Planning facilitated programme
that will guide and support an energetic community mobilisation
process and facilitate the development of a County specific Drug &
Alcohol Action Plan. The programme must be delivered in line with best
practice and comprise components that are evidenced-based. It must
have clear objectives and facilitate the development of an action plan
which can be measured and evaluated over time. It should draw on
evidence based sources around community mobilisation and be
considerate of factors for future developments identified within the

2. CO-ORDINATE, DEVELOP AND DRAFT A COMMUNITY BASED DRUG & ALCOHOL
ACTION PLAN FOR COUNTY WESTMEATH
Following the delivery of the substance misuse awareness & Community
Planning facilitation programme, the contractor will be required to
consult and co-ordinate feedback from members of the WCSAG in order to
draft a community based Drug & Alcohol Action Plan for Westmeath
**Apply on the website**. The intention is to promote a co-ordinated,
collective and integrated response to drug and alcohol problems at a
county level and harness the expertise of a dedicated group of
stakeholders ie Westmeath CSAG. Contractor will be required to draft
the Action Plan in consultation with members of Westmeath CSAG and
under the mentorship of the MRDATF.

APPROACH TO DELIVERY

The facilitation piece will be delivered over a number of days and
should consist of pre and post facilitated sessions. The sessions will
be required to be learner centred taking into account different
learning styles and valuing the lived experience.

_THE FACILITATED SESSIONS/ACTION PLAN DEVELOPMENT IS REQUIRED TO HAVE
THREE CORE ELEMENTS:_

* To inform stakeholders in relation to Drug & Alcohol misuse
* Raise awareness of existing policy measures with the view of
informing a community response
* The development of a Community based Drug & Alcohol Action Plan
for County Westmeath **Apply on the website**

Stakeholders will be supported to draft a Substance Misuse Action plan
for their county with sustainable actions in line with the National
Drug & Alcohol Strategy & MRDATF Strategy and which ensures adequate
monitoring, review and evaluation measures have been incorporated for
future evaluation.

THE REQUIREMENTS OF THIS ASSIGNMENT ARE AS FOLLOWS:

A tender assessment panel will examine all tender applications
received. The panel will have to be satisfied that the method and
programme of work meet the project?s objectives and are cost
effective. The panel will also take into account other criteria to
include the following:

* Clear demonstration and understanding of the issues and task being
addressed.
* Level, depth, nature of experience in the area (quality of and
relevance of previous work).
* Be familiar with the Community Mobilisation Approach; a process
that reaches out to different sectors of the community and strengthens
partnerships in order to focus on addressing the issue of drug and
alcohol misuse at a local level.
* Ability to effectively manage and complete the contract within
given timeframe.
* Overall assessment and quality of proposal.
* Be informed by the overall aims and objectives and actions of the
National Strategy Reducing Harm Supporting Recovery, A health-led
response to drug and alcohol use in Ireland **Apply on the website**

* Disclosures of any conflict of interest.

* Description of cost to include the following:

* Number of days required and a daily charge
* Overall costing should be clearly detailed and specified with a
breakdown of the individual elements
* Fixed price cost including VAT where applicable

The MRDATF does not commit itself to accepting the lowest of any
tender. The lowest quote will not necessarily guarantee the contract.
Once the tender has been accepted, any price increases during the term
of contract will not be accepted

TENDER REQUIREMENTS

_TENDER DOCUMENTS SUBMITTED SHOULD INCLUDE THE FOLLOWING:_

* An outline of the programme to be delivered.
* A timetable/schedule for the delivery of the programme and
development of the Action Plan in line with the requirements of the
MRDATF as specified in the tender document

* The content of each module to be delivered.

* Detail of who will be delivering each element of the programme (a
short C.V. for each person should be included if not already included
in the company profile).
* The materials to be used in the delivery of the programme.
* The overall cost of the programme with an appropriate breakdown of
all costs (including VAT).
* References for work recently carried out.
* Details of any other relevant information the applicant considers
appropriate

CONFLICT OF INTEREST

Any interest involving the Contractor and MRDATF or its staff or their
relative must be fully disclosed in the response to this Invitation to
Tender. It should be communicated to the Chairperson of the MRDATF
immediately upon such information becoming known to the Contractor or
in the event of this information only coming to their notice after the
submission of a bid and prior to the awarding of the contract.

REPORTING MECHANISM AND STRUCTURE

The appointed Contractor will be required to liaise with and give
regular updates to the MRDATF Co-ordinator & Development Worker on an
ongoing basis.

THE APPOINTED CONTRACTOR WILL BE REQUIRED TO COMPLY WITH THE
FOLLOWING:

* Sign a contract with the MRDATF & HSE in advance of commencing the
assignment.
* Deliver the assignment within the agreed prescribed time frame
contract period.
* Failure to comply with timeframes may result in penalties being
imposed in relation to the payment of fees

TERM OF CONTRACT

The appointed Contractor must be in a position to commence work with
the Stakeholder group in mid February **Apply on the website** with a

Applicants will need access to transport and be available to travel
within the midland region / County Westmeath. A guarantee must be
provided in relation to the provision of all relevant insurance to
include professional indemnity, employers liability and public
liability insurance.

All applicants must be registered for tax purposes and have evidence
that they are tax compliant

COST

The allocated budget for this initiative is ?5,**Apply on the
website** (inclusive of VAT)

The applicant must detail the overall cost (inclusive of VAT)
associated with the delivery of the facilitated programme and
development of Action Plan to cover the term of the contract. A
breakdown of all associated costs must be specified eg travel,
accommodation, subsistence and administration costs. Funding will be
drawn down in three stage payments with agreement of the MRDATF & HSE
1/3 on awarding and signing of contract, 1/3 half way through the
training programme/schedule and 1/3 on completion of training
programme and Action Plan development. Price increases during the term
of contract will not be accepted.
